GABILAN ACRES, Monterey County — October 30, 2026. A small service district serving Gabilan Acres and neighboring Boronda has a distinct financial entry in Monterey County’s fiscal 2026–27 budget documents, separate from the much larger drinking-water consolidation proposal affecting the neighborhood. The county administrative officer’s recommended 2026–27 spending for County Service Area 41 (CSA 41 — Gabilan Acres/Boronda) is $58,113, compared with $45,359 in the prior adopted 2025–26 budget — a proposed increase of $12,754.
These figures come from the county’s Analysis of Expenditures by Fund, which compares recommended appropriations with last year’s adopted figures. Importantly, the source is a recommended budget comparison: the figures are not invoices showing money spent or contracts awarded. The specific line item does not, on its own, establish that a new light, street, pipe or park has been built.
What is CSA 41?
Monterey County’s official County Service Areas directory identifies CSA 41 as Gabilan Acres / Boronda. A county service area is a special district used to fund defined neighborhood services, not an incorporated city government and not necessarily the same organization that supplies drinking water. The distinction matters when residents report an issue or read about public spending.
Historically, the county’s Greater Salinas municipal-services review listed street lighting and parks/recreation among the responsibilities associated with CSA 41. That older review describes the service framework at the time of publication; it is not an inspection or itemized current service contract. Residents should verify current district responsibilities with county Public Works before assuming a particular light or park falls within the district’s maintenance scope.
Where exactly does the district apply?
Monterey County’s Local Agency Formation Commission (LAFCO) published a 2025 boundary map for CSA 41, identifying the district near Old Stage Road, San Juan Grade Road, Middlefield Road, Hebert Road and nearby streets. The mapped service area is not automatically identical to every property described informally as Gabilan Acres. LAFCO’s map records an April 28, 2025 affirmation of the sphere of influence, with no extension beyond the existing boundaries.
Property owners should consult their own parcel and the official map before claiming that a county service-area tax or benefit covers their home. The map is a jurisdictional record, not a promise to expand water lines.
Do not confuse the service budget with the water-pipeline proposal
A separate California58 report describes a June 2026 environmental filing to replace about 7,460 feet of water pipelines and connect the local drinking-water system with California Water Service. That water proposal has its own review, financing and implementation questions. The $58,113 CSA 41 recommendation should not be presented as funding for that pipeline project.
Three questions residents can put to county officials
First, what specific service activities account for the proposed increase in CSA 41 appropriations? Second, did the adopted county budget retain the $58,113 figure, and what portion is financed from prior balances? Third, which streets and properties are inside the district boundary and entitled to those defined services? Those questions can be answered by comparing the adopted budget, work orders, assessments and boundary map, rather than assuming the proposal proves an improvement is underway.
